People's Republic of China (PRC) has received a loan of 150 million Dollars ($150,000,000) from Asia Development Bank (“Bank”) to finance Chongqing Longxi River Basin Integrated Flood and Environmental Risk Management Project (“the Project”). The Project with an estimated total investment of over three hundred seventy-eight million Dollars ($378,000,000) is composed of 3 sub-projects clarified into four components including (i)Flood Risk Management Infrastructure Construction, (ii) Waste-water Management and Pollution Control Infrastructure Development, (iii) Ecological Conservation Facilities Improvement, and (iv) Flood and Environmental Risk Management Capacity Enhancement, upon the Loan Agreement and Project Agreement signed on Nov 20, 2018 with an effectiveness date on Feb 11, 2019 and an expected closing date on June 30, 2024.
Chongqing Longxi River Basin Integrated Flood and Environmental Risk Management Project Dianjian Component, total construction investment is CNY 661,69 million (Loan $50 million). About 34.82km long dike will be built on both sides of the trunk and tributaries of Longxi river.；about 17.9km for flood prevention and rescue road; 2 cross-river road bridge; 2 emergency square and riverside ecological zone 56.15 mu, etc. (See construction drawing and bill of quantities for details). The project implementation is divided into six contract packages, including one for domestic construction and five for foreign construction.
ADB has agreed to make part of the loan to Recruitment of Construction Supervision Engineer (Dianjian Component) (the Consultant) through the Quality- and Cost-Based Selection (QCBS) The consulting assignment is expected to be started from December 2020 to 30 June 2024 with an estimated personnel input of 510 person-months.
The objective of this consulting assignment is to set up "Project Supervision Department" on the site for the project, abide by the agreement in the contract terms, ADB procurement regulations, and the requirements of relevant domestic laws and regulations, conscientiously perform the supervision responsibilities, carry out corresponding supervision services, and ensure the high-quality completion of the project and meet the requirements of ADB and domestic laws and regulations..
Chongqing Xingdian Industry Co., Ltd (the Employer) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant shall be an independent enterprise which is not affiliated to or has interest connection with CPMO, the Employer. The Consultant shall meet the following requirements:
a.The Consultant (including its joint ventures and/or sub-contractors) shall come from the eligible countries/regions and be an independent enterprise, which is not affiliated to and does not have interest connection with CPMO, the Employer. The Consultant should come from the ADB eligible countries/regions.
b. Domestic consulting companies shall have engineering supervision comprehensive qualification issued by Ministry of Housing and Urban-Rural Development or water conservancy engineering construction supervision class B qualification issued by Ministry of Water Resources and Hydropower or municipal engineering construction supervision class B qualification issued by Ministry of Housing and Urban-Rural Development or .(It is not applicable to foreign consultants. When bidding by foreign consultants, it can be considered to meet the mandatory qualification requirements for supervision team in China in the form of joint venture or subcontracting.)
c. As project supervision, the supervision company shall have at least successfully completed the supervision performance loaned by an international financial organization with an amount of more than 40 million yuan in the past ten years (2010-2019).
d. As project supervision, the supervision company shall have at least one or more successfully completed supervision performance of river treatment project, landscape project (greening project) and highway engineering project respectively with an amount of more than 30 million yuan in the past ten years (2010-2019).
e. When the joint bidding of the joint venture: When bidding in a joint venture, the Leading company of the JV shall be the water conservancy engineering construction supervision. The member of JV shall not be more than two companies. The domestic supervision companies among the members of the consortium should have the relevant qualifications of municipal engineering construction supervision class B qualification issued by Ministry of Housing and Urban-Rural Development according to the responsibilities of the consortium. The bidders of the consortium shall also meet the performances mentioned above.

a. The legal name of the company and its business license；
b. Contacts and details (address, phone number, and email address)；
c. Company profiles or brochures；
d. Description of the organizational structure, staffing and facilities；
e. List project and contract performance that meet the requirements, including completed and ongoing projects, and provide the appropriate contract as supporting evidence；
f. Other documents that the company believes are necessary to demonstrate its competence and competence for the task;
g. The intention of JV or consortium.

重庆市政府从亚洲开发银行贷款1.5亿美元用于重庆龙溪河流域综合洪水和环境风险管理项目。本项目总投资预计超过3.78亿美元，项目包括了3个子项目区县，每个子项目区县包括了4个子项目内容，包括：（i）防洪风险管理基础设施建设；（ii）废物转换为水管理和污染控制基础设施开发；（iii）生态保护设施改善；（iv）洪水和环境风险管理能力加强；本项目2018年11月20日签署的贷款协定和项目协定，2019年2月11日生效，预计于2024年6月30日关帐。
亚洲开发银行贷款重庆市龙溪河环境综合整治与生态保护示范项目（垫江段），建设总投资6.6169亿元（贷款金额5000万美元），新建龙溪河干支流两岸堤防约34.82km；防洪抢险道路约17.9km，跨河公路桥梁2座；应急广场2个；滨河生态带56.15亩等（具体详见施工图及工程量清单），该工程实施分为6个合同包，其中内资建设1个合同包，外资建设5个合同包。
亚行已同意将上述贷款部分款项用于选聘施工监理咨询服务合同（垫江段），以基于质量和费用的选择(QCBS)方式。本咨询任务周期是预计2020年12月开始，截至2024年6月30日，预计人员投入为510人月。
本任务的目的是拟引入项目监理应为本项目在现场设置“工程项目监理部”，遵循合同条款中的约定、亚行采购规定、国内有关法律法规的要求，认真履行监理职责，开展相应的监理服务，确保项目高质量完工并满足亚行及国内法律法规要求。
重庆兴垫实业有限责任公司作为项目业主，现邀请合格的咨询顾问表达其提供本咨询服务的兴趣。有兴趣的咨询顾问应具有要求的资质和相关经验，并且是独立经营的企业，与重庆市项目办和业主单位无附属关系或利益关联。咨询顾问应满足下列要求：
a. 咨询顾问（包括其联合体和/分包商）应来自于亚行合格成员国/地区同时应是独立经营的企业，与重庆市项目办和业主单位无附属关系或利益关联。.
b. 应该具有由国家住房和城乡建设部颁发的工程监理综合资质或国家水利部门颁发的水利工程施工监理乙级及以上资质和国家住房和城乡建设部颁发的市政工程施工监理乙级及以上资质(不适用于国外咨询机构，国外咨询机构投标时，可考虑以联合体或分包的形式满足中国国内对监理共组的强制资质要求)。
c. 在近10年内（2010-2019）作为项目工程监理至少承担过1个施工合同金额为4000万元(人民币)以上的国际金融组织贷款项目。
d. 在近10年内（2010-2019）作为项目工程监理成功监理完成施工合同金额在人民币3000万元(人民币)以上的河道整治（建设）工程、景观工程（绿化工程）、公路工程监理项目各一个及以上业绩。
e. 联合体投标时：联合体牵头单位应为水利工程施工监理单位，联合体不超过两家；联合体成员中的国内监理公司根据联合体的责任分配，应该具由国家住建部颁发的市政工程施工监理乙级资质及以上资质。联合体投标人还应满足上述(c)(d)条业绩。
咨询顾问应提供证明其能力和胜任本任务要求的文件，包括但不限于:
a.公司的法定名称及其营业执照；
b.联系人和详细信息(地址、电话号码和电子邮件地址)；
c.公司概况或宣传手册；
d.组织结构、人员配备情况和设施的说明；
e.列出满足要求的项目业绩和合同业绩，包括已完成和正在进行的项目，并提供相应合同作为证明材料；
f.公司认为能证明其能力和胜任任务所需的其他文件；
g.合资或联合体的意向。
