黑龙江伟盛建筑节能工程有限公司（以下简称“借款人”）为了支付哈尔滨市2015年至2016年合同能源管理（EPC）既有建筑节能改造项目费用，已向欧洲投资银行（EIB）（以下简称“欧洲投行”）取得(或申请）贷款。本项国际招标与屋面保温防水工程合同相关。
该合同内容包括：屋面保温防水工程。
本合同的预计履行期间为：2015年10月—2016年12月。
评标标准如下：经评审的最低评标价法。
所有符合条件的投标人均可参加本次投标，具体标准如下：
（1）具有独立法人资格；
（2）具有良好的信誉和履约能力；具有建筑防水工程专业承包贰级及以上资质（或相等资格）；
（3）具有《安全生产许可证》；
（4）拟派项目经理取得建筑工程贰级及以上资格的注册建造师资格（不得同时在其他在建工程项目中任职）；
（5）国内黑龙江之外的企业进入黑龙江须有《入黑备案证明》；
（6）有完善的维修服务体系，能够提供快速、良好的维修服务；
（7）本项目不接受联合体投标。

Heilongjiang Weisheng Building Energy Conservation Engineering Co., Ltd (hereinafter referred to as “the Borrower”) has received (or applied for) a loan from the European Investment Bank – EIB (hereinafter referred to as “the Bank”) – towards the cost of Works for Energy Saving Renovation for Existing Buildings in Harbin. This International Invitation for Tenders relates to the contract for Roof Insulation and Waterproofing.
This contract will include: Roof Insulation and Waterproofing;
This contract is expected to be implemented from September, 2015 to December,2016
The criteria of the tender evaluation is: The lowest evaluated price method;
All firms, from Eligible Sources Countries as defined in the Procurement Guidelines of European Investment Bank and also qualified for the following requirements, will be invited to participate in the tender:
(i) shall be independent artificial person;
(ii) shall have a good reputation and the performance ability for contract
(iii) shall submit the effective qualification of Class 2 or above in Construction and water proof Engineering (or equivalent qualification);
(iv) shall have “Work Safety License”;
(v) shall have a project manager who obtains the Registered Construction Qualification in House Construction level 2 or above (who shall not be designated in other projects during the same time period);
(vi) shall submit the “File Record of register certification in Heilongjiang Province”for the firm which is out of Helongjiang Province;
(vii) shall have the perfective maintenance service system and provide fast and good maintenance services;
(viii) The Consortium shall not be accepted in this project.

On request, against a faxed copy of the evidence of the remittance, the Bidding Documents may be sent by courier service if the transport is previously ordered by the Bidder in his country. The Borrower bears no responsibility for the delivery in such a case.
A Bid Security of RMB 200,000.00 (in word: TWO HUNDRED THOUSAND YUAN) fulfilling the conditions indicated in the Bidding Documents must accompany all bids.
