黑龙江伟盛建筑节能工程有限公司（以下简称“借款人”）为了支付哈尔滨市2015年至2016年合同能源管理（EPC）既有建筑节能改造项目费用，已向欧洲投资银行（EIB）（以下简称“欧洲投行”）取得贷款。本项国际招标与外墙外保温体系材料供货合同相关。
该合同内容包括：外墙外保温体系材料供货。
本合同的预计履行期间为2015年10月至2016年12月。
评标标准如下：经评审的最低评标价法。
本次招标占总货款的比例最大的供货商为投标人，投标人需要取得其他产品制造商的授权，对投标人的要求如下：
（a） 法律地位
投标人应该提交有关文件，证明其满足了下列基本要求：
1、具有独立法人资格的供货商
2、提供营业执照、组织机构代码证、税务登记证等能确立其法律地位的证明文件（国外厂商提供相应法律文件）；
（b）财务能力
投标人应该提交有关文件，证明：
上三年度财务无亏损（出具审计报告）；
（c）经验和技术能力
投标人应该提交有关文件，证明其满足了下列经验、信誉、履约能力要求：
1、提供上三年完成过类似项目业绩的证明材料（出具中标通知书或供货发票等证明材料）；
2、具有良好的信誉和履约能力，无不良经营记录和违法违规行为；
（d）投标人应该提交有关文件，证明其提供的货物满足了下列使用要求：
1、所有货物均需提供有资质的检测机构出具的系统型式检测报告；
2、国内投标人必须提供哈尔滨市墙体材料改革建筑节能领导小组办公室的节能产品 确认证书（对需要的产品），国外投标人中标后必须办理该证书。

在提交投标书时，必须按照招标文件中规定的条件缴纳：￥200,000.00（大写：人民币贰拾万元整）的投标保证金。

Name of Purchaser: Heilongjiang Weisheng Building Energy Conservation Engineering Co., Ltd
Heilongjiang Weisheng Building Energy Conservation Engineering Co., Ltd. (hereinafter referred to as “the Borrower”) has received (or applied for) a loan from the European Investment Bank – EIB (hereinafter referred to as “the Bank”) – towards the cost of supply for Energy Saving Renovation for Existing Buildings in Harbin. This International Invitation for Tenders relates to the contract for Procurement for External Wall Insulation Materials.
This contract will include: Procurement for External Wall Insulation Materials;
This contract is expected to be implemented from September, 2015 to December, 2016
The criteria to be used in the tender evaluation are, in decreasing order of importance: The lowest evaluated price method;
All firms, from Eligible Sources Countries as defined in the Procurement Guidelines of European Investment Bank and also qualified for the following requirements, will be invited to participate in the tender:
(a) Legal Status
The Bidder shall furnish documentary evidence its legal status:
(i) the bidder (i.e. supplier) shall have an independent legal entity;
(ii) to provide the business license, organization code certificate, tax registration certificate (the foreign manufacturers shall provide the appropriate legal documents);
(b) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
(i) No financing deficit in the last 3 years (proved by the audit report)
(c) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
(i) the performance of the similar projects in the last 3 years(proved by the award notice of tender or invoice etc.)
(ii) With good reputation and capability of fulfillment, without unhealthy record or illegal behavior
(d) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:
(i) all goods should be with the Type Test Report issued by the authorized organization
(ii) the domestic bidder shall furnish the certificate of goods (if applicable) issued by the Leading Group Office of Building Energy Efficiency for Wall Material Innovation in Harbin. The foreign bidder shall complete the formalities to obtain certificate if the bidder win the bid.

On request, against a faxed copy of the evidence of the remittance, the Bidding Documents may be sent by courier service if the transport is previously ordered by the Bidder in his country. The Borrower bears no responsibility for the delivery in such a case.
A Bid Security of RMB 200,000.00 (in word: TWO HUNDRED THOUSAND YUAN) fulfilling the conditions indicated in the Bidding Documents must accompany all bids.
