黑龙江伟盛建筑节能工程有限公司（以下简称“借款人”）为了支付哈尔滨市2015年至2016年合同能源管理（EPC）既有建筑节能改造项目费用，已向欧洲投资银行（EIB）（以下简称“欧洲投行”）取得贷款。本项国际招标与热计量系统供货合同相关。
该合同内容包括：热计量系统供货。
本合同的预计履行期间为2015年10月至2016年12月。
评标标准如下：经评审的最低评标价法。
所有符合条件的投标人均可参加本次投标，具体标准如下：
（1） 必须具有独立法人资格的制造商（国外厂商具有同等相应条件）；
（2） 具有良好的信誉和履约能力，无不良经营记录和违法违规行为；
（3） 提供有效期内的营业执照、组织机构代码证、税务登记证、银行开户许可证等确立其法律地位的证明文件（国外厂商提供相应法律文件）；。
（4） 提供完成过类似项目业绩的证明材料（出具中标通知书或供货发票等证明材料
（5） 所提供的产品满足中华人民共和国建筑工业行业标准《温度面积法热计量分摊装置》JG/T362-2012的所有要求。
（6） 有自主知识产权或授权的成熟产品。
（7） 热量表及阀门提供有资质的检测机构出具的系统型式检测报告，厂商提供授权委托书。；
（8） 有完善的维修服务体系，能够提供快速、良好的维修服务；
（9） 本项目不接受联合体投标。

Heilongjiang Weisheng Building Energy Conservation Engineering Co., Ltd. (hereinafter referred to as “the Borrower”) has received (or applied for) a loan from the European Investment Bank – EIB (hereinafter referred to as “the Bank”) – towards the cost of supply for the procurement of Heat Metering System Supply and Installation under Energy Saving Renovation for Existing Buildings in Harbin. This International Invitation for Tenders relates to the contract for Heat Metering System Supply.
This contract will include: Heat Metering System Supply;
This contract is expected to be implemented from September, 2015 to December,2016
The criteria to be used in the tender evaluation are: The lowest evaluated price method;
All firms, from Eligible Sources Countries as defined in the Procurement Guidelines of European Investment Bank and also qualified for the following requirements, will be invited to participate in the tender:
(i) the bidder (i.e. Manufacturer) shall have the independent legal entity (and the foreign firms shall have the same corresponding qualification);
(ii) with the good reputation and capable of performance, with no bad business records and legal violations;
(iii) provide the supporting documents of valid business license, organization code certificate, tax registration certificate, bank account permits, to reference its legal status (foreign manufacturers shall provide the corresponding legal documents);
(iv) provide the corresponding reference of the similar project performances completed in the past three years (notice of acceptance or the supply invoices are needed as reference);
(v) The products offered shall meet all the requirements stipulated in "the measurement of the temperature area of the heat metering device" JG/T362-2012 of Building Industry standard in the People's Republic of China;
(vi) shall have the product with an independent intellectual property or the authorized mature
products;
(vii) shall provide the system type test report issued by a qualified testing organizations for the heat meters and the valves, and the authorized letter issued by the manufacturer.
(viii) has a perfect service system, to provide fast and good service;
(ix) the consortium is not accepted in this bid.
