In accordance with the state to state Loan Agreement between Ministry of Finance of P.R. China and KfW for Affiliated People’s Hospital of Inner Mongolia Medical University Medical Equipments Project. CMC International Tendering Corporation (Hereinafter referred to as “CITC”) entrusted by Affiliated People’s Hospital of Inner Mongolia Medical University (Herein after referred to as “Tenderer”) now invites sealed Bids from eligible Bidders for the supply and delivery of equipments and services specified hereinafter for the above mentioned project (details as per Section 5 Schedule of requirements and Technical Specifications). The Tenderer intends to apply all the proceeds of this loan to eligible payments under the Contract for which this Bidding Document is issued.

根据中国财政部与KfW为内蒙医科大学附属人民医院医疗设备项目签订的国家间贷款协议,中机国际招标公司受内蒙医科大学附属人民医院的委托现在邀请有资格为上述描述的项目(见第五章技术规格和需求表)提供和交付设备和服务的投标人参与投标。招标人拟利用贷款支付本招标文件下的采购合同的付款。

We hereby invite: The Manufacturers or Companies registered and operated from within the People’s Republic of China and all countries which have regular trade relations with PRC to participate in the Bid. Supply of the goods and services financed under Sino-German Financial Cooperation Promotional Loan shall be tendered and contracted as one contract with a successful Supplier/Contractor. Any local or third countries goods and services shall be included in this tendering whether in this Contract or in Supplies or Sub-contracts, with the successful Supplier/Contractor being responsible towards the Tendering Agent. 

我们邀请:在中国境内注册和运营和在中国境外但与中国有正常贸易往来的所有国家/地区注册和运营生产厂家和公司参与投标. 在此贷款下提供的货物和服务将作为一个完整的合同与一个成功的供货人/合同方签订. 任何来自当地或第三国的货物和服务均应包括在合同中或在供货或分合同中,成功的供货人/合同方将对招标人负责.

The main supplies and works including: The supply and related services of High Energy Medical linear accelerator systems, Low Energy Medical linear accelerator systems, Color Ultrasound System, Automatic Biochemical Analyzer etc..

主要供货和工作包括：高能医用直线加速器系统、低能医用直线加速器系统、超高档彩色多普勒超声波诊断仪、全自动生化分析仪等设备的供货及相关服务。

Bidders should have long-term international trade experience, integrating capability in similar medical equipment procurement projects by using foreign government loan experience. Bidders should have successfully executed two or more projects which contract price is EURO5,000,000.00 or above or equivalent to EURO5,000,000.00 in last three years.( Exchange rate shall be calculated as Bank of China selling price of the contract signing date). Only performance comes from the Bidder shall be considered. 

投标人须具有长期的国际贸易经验，类似利用外国政府贷款采购医疗设备项目的打包能力。最近三年至少拥有二个500万欧元或等同于500万欧元以上的成功项目业绩（以合同签订日中国银行卖出价的汇率核算）。只考虑投标商的业绩。

The bidder shall have an annual turnover of minimum EURO10 million for the last three years and have a minimum paid-up capital of EURO1.5 million. The bidder shall demonstrate compliance with this requirement through submission of certified copies of the annual audited statement for the past three years.

投标人近三年营业收入应达到每年1000万欧元，最低实收资本150万欧元。投标人应提供财务审计报表。

On average the bidder must have been profitable from the last 3 years that must be shown on the taxes report for the mentioned period.

投标人应提供税务报告证明其过去三年实现盈利。

The bidder shall be continuously in operation during the last 5 years, documented by a track record of projects, outlining project content and project volume.

投标人在过去五年应连续运营，需提供项目记录，介绍项目内容及工程量。

This invitation for bids will be published on both www.chinabidding.com and “German NfA Magazine”.

此招标公告将在“中国国际招标网”及德国NfA杂志上刊登。

All of above mentioned Manufacturers and/or companies are kindly requested to contact CITC for obtaining qualification and Bidding Document between 9:00 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m. (Beijing Time) starting from April 10, 2013 (Saturday, Sunday and public holidays excepted) in Beijing at the address given below, upon non-refundable payment of RMB8,000.00 or USD 13,00.00 for each set of Bidding Document. Upon written request of the Bidder, the Bidding Documents can also be delivered by a special courier at an additional payment of US$ 70 (destination abroad) or RMB 250 (destination within PR China).

所有上述提到的生产厂家和/或者公司被要求从CITC获得资格和招标文件， 于2013年4月10日起每天上午9时—11时和下午2时—4时（北京时间）从下列地址处购买文件， 每套文件无返回的为8000元人民币或1300美元。应投标商书面要求，招标文件可通过特快专递邮寄，邮寄费70美元（目的地在境外）或250人民币（目的地在中国境内）。

The Bid may be forwarded by mail, courier or delivered in person. 

投标书可通过邮寄、派专人递送的特快专递或者派人递送的方式送达。

1, be forwarded by mail or courier to the office address of the Tendering Agent at or before 12:00 a.m. on May 27, 2013(Beijing Time). Mailed Bids received after this date and time will not be accepted and will be returned unopened. If the Bids are submitted by a special courier, the special courier number must be informed in written fax to CITC at lease 4 days before the Bid Opening. 

通过邮寄或派专人递送的特快专递件方式，投标书须在2013年5月27日12时（北京时间）之前送达招标机构办公地点。 不接受在此日期和时间后收到的邮寄投标书并且不开封退回。 如果通过派专人递送的特快专递提交，请在开标日期至少4天前传真通知招标机构快件号码。 

2, be delivered in person to the office address of the Tendering Agent at or before 9:30 a.m. on May 28, 2013 (Beijing Time). Personally delivered Bids received after this date and time will not be accepted and will be returned unopened. 

派人送达的投标书须在2013年5月28日9时30分（北京时间）之前送达招标机构办公地点。不接受在此日期和时间后收到的派人送达的投标书并且不开封退回。 

The Bids shall be opened at 9:30 a.m. on May 28, 2013(Beijing Time) in the office building of the Tendering Agent.

投标文件于2013年5月28日上午 9时30分在招标机构办公地址开标。 

All Bids must be accompanied by a Bid Security in original in amount not less than 2% of Bid Price valid for a period of at least 180 days as from the final date of submission of the Bids covering the Goods and related Services.

投标书必须伴随有一份投标保函原件，保函金额不低于投标价的2%， 保函有效期为自最终提交投标书日期至少180天。 

The Tender shall be interpreted in accordance with the current laws of the People’s Republic of China. 

本次招标应按照中华人民共和国的法律进行解释。
