1 INTRODUCTION
The Ministry of Finance of The People’s Republic of China (MOF) has received a Soft Loan from the Italian Ministry of Foreign Affairs/Directorate-General for Development Cooperation (DGCS) in Euro, towards the cost of the “Shanxi Daixian County People’s Hospital Project”, financed by Italian government loan. It is intended that part of the proceeds of this Soft Loan will be applied to eligible payments under the contract for “Shanxi Daixian County People’s Hospital Medical Equipment Procurement Contract”.
2 BIDDING SUBJECT
2.1 The China Instrimpex International Tendering Company (CNIITC), on behalf of the Shanxi Daixian County People’s Hospital, invites sealed bids from eligible bidders for the supply of biomedical devices and instruments, image diagnostic equipment and laboratory diagnostic equipment.
2.2 The goods and related services to be supplied under the contract shall have their origin in Italy at least for the 68.4% of the overall contract price. The remaining goods and related services to be supplied under the contract may have their origin in the P.R. China.
2.3 The maximum budget available is EUR1,864,850.
3 ELIGIBLE BIDDERS
Participation to this Bidding is open to all eligible Italian companies or consortia of Italian companies constituted under and governed by the civil, commercial or public law of Italy and having their statutory office, central administration or principal place of business in Italy. The invitation is open also to consortia of Italian companies to be constituted in case of contract award.
4 BIDDING DOCUMENTS
A complete set of Bidding Documents may be purchased by any interested Bidder on the submission of a written application to the Procurement Agent between 9:00 a.m. and 4:30 p.m. (Beijing time) starting from12th October, 2012to 11th December, 2012at the address indicated 9 below (except Saturdays, Sundays and holidays) and upon payment of a non-refundable fee of RMB 1500 (one-thousand-and- five-hundred RMB) for one set of Bidding Documents. For an additional fee of RMB 500 (five hundred RMB)the documents will be sent by courier services, if needed. Under no circumstances the Procurement Agent will be held responsible for late delivery or loss of the document so mailed.
5 SITE VISIT
No site visit will be held
6 LANGUAGE OF BIDS
Bids, as well as all correspondence and documents relating to the bids, shall be written in English language.
7 SUBMISSION AND OPENING OF BIDS
Bids must be delivered to the address below at or before 10:30 a.m.(Beijing time) on 12th December, 2012. Late bids will be rejected. All bids must be accompanied by a Bid Security of 2%(two percent) of the total bid value in favor of Instrimpex International Tendering Company. Bids will be opened in the presence of bidders’ representatives who choose to attend at 10:30 a.m. (Beijing time) on 12th December, 2012 within the premises of the Procurement Agent indicated below.
