1.     本招标邀请书跟随于已经在发展商务上刊登的本项目的总采购公告。

2.     中华人民共和国已获得到一笔国际复兴开发银行的贷款，用于支付淮河流域重点平原洼地治理工程项目的费用，并计划将一部分贷款用于淮南市永幸河站机泵货物和相关服务 (合同号: AH-HW-XFH-01)合同项下的合格支付。

3.     中仪国仪招标公司受淮南市淮河重点平原洼地治理外资项目管理办公室委托邀请合格的和有资格的投标人就下列货物和有关服务提交密封的投标：泵站机电设备和相关服务。本次设备采购的交货期为合同签订后5-8个月。

4.     本次招标采用《国际复兴开发银行贷款和国际开发协会信贷采购指南》规定的国际竞争性招标程序，并向采购指南规定的全部合格国家的全部投标人开放。

5.     有兴趣的合格投标人可从中仪国际招标公司进一步了解有关信息，并在上午9:30-11:30 下午13:00-16:00.在下述办公室：北京市丰台区西三环中路90号通用技术大厦一楼标书室查阅招标文件。

6.     资格要求详见招标文件。对国内生产的某些货物没有优惠。国内投标人近3年内年平均营业额不低于3,000万元人民币，上一年的流动资本不小于500万元人民币。在近5年内作为主包人至少签署过2个与本合同类似的合同，且每个合同金额不小于1,000万元人民币，或者单个水泵或电机合同金额不低于700万元人民币。详细的信息在招标文件中规定。

7.     有兴趣的合格投标人可自2011年8月19日起递交书面申请书到北京市丰台区西三环中路90号通用技术大厦一楼标书室，支付人民币1000元或150美元的不可退还的费用购买招标文件。支付方法为现金、支票或电汇。招标文件将采用现场或特快专递发送，如果投标人需要邮寄，国内邮寄需另交邮费人民币100元，国外邮寄另交20美元。

8.     所有投标书应于2011年10月10日上午九点（北京时间）之前递交到下述地址。不允许采用电子方式投标。迟交的投标书将被拒绝。开标将在下述地址，采用人员亲自出席的方式对选择参与的投标人代表开放。开标的时间为于2011年10月10日上午九点。全部投标书都必须附有投标保证金。投标保证金金额为不少于人民币220,000.00元或其他等价的可以自由兑换的货币金额。

Huai River Basin Flood Management and Drainage Improvement Project

Yongxing River station pump equipment (AH-HW-XFH-01)

1.         This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business.

2.         The People’s Republic of China has received for a loan from the International Bank for Reconstruction and Development toward the cost of Huai River Basin Flood Management and Drainage Improvement Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Yongxing River station pump equipment (AH-HW-XFH-01).

3.         The Instrimpex International Tendering Company is authorize by Huainan Huai River Basin Flood Management and Drainage Improvement Project Office now invites sealed bids from eligible and qualified bidders for: .Supply of Water pumps, electrical machine and accessorial equipment. The delivery period of goods in this contract will be from 5 to 8 months after the contract is signed.

4.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.

5.         Interested eligible bidders may obtain further information from Instrimpex International Tendering Company (Bidding Document Room, First Floor, Genertec Plaza, No.90, Xisanhuan Zhonglu, Fengtai District, Beijing, 100055, China and inspect the Bidding Documents at the above address from 9:30-11:30 and 13:00-16:00.

6.         Qualifications requirements include in section III of Bidding Documents. A margin of preference for certain goods manufactured domestically shall not be applied. The minimum average annual construction turnover of the bidder for last 3 years should be not less than CNY 30 million. The average working capital for the last 3 year should be not less than CNY 5 million. The bidder should participate as general contractor in at least 2 similar contracts within the last 5 years, the contract value should be not less than CNY 10 million or single water pumps and electrical machine contract value should be not less than CNY 7 million. Additional details are provided in the Bidding Documents.

7.         A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below from August 19, 2011 between 9:30-11:30 and 13:00-16:00. (Except Saturdays, Sundays and holidays) and upon payment of a non refundable fee of CNY1000.- or in USD150.-. The method of payment will be by cash, check or T/T. For mail order, the document will be sent by EMS at additional cost of RMB100 (for domestic delivery) or USD20 (for overseas delivery).

8.         Bids must be delivered to the address below at or before 09:00am, on October 10, 2011. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 09:00am, on October 10, 2011.  All bids must be accompanied by a Bid Security of no less than:  CNY 220,000.00 or other equivalent amount in a freely convertible currency.
