1、本资格预审邀请是根据2004年4月《亚洲开发银行商业机会》上刊登的本项目的总采购通告（GPN）而发出的。资格预审和招标过程受亚行关于合格性的规定和程序制约。

2、中华人民共和国政府已从亚洲开发银行申请了一笔贷款，用于支付广西道路发展项目南宁（坛洛）至百色高速公路监控、通信、收费三大系统设备供货、安装及调试合同的费用。

3、中仪国际招标公司（招标代理）受广西壮族自治区交通基建管理局（业主）委托，就以下合同的承包商或公司进行资格预审：

4、预计招标时间为2007年2月。

5、感兴趣的合格的申请人可在中仪国际招标公司（地址见下），在工作日的8：30-11：30，13：30-16：30获取进一步的信息、查阅资审文件。

6、申请人在提出书面申请并交纳了一笔不可退还的费用：人民币1000元，或125美元后，可在中仪招标公司购得一套英文的资格预审文件。可用现金、支票支付，或汇款至中仪国际招标公司。如欲邮购，国内快递需另交邮费人民币100元，国外快递另交20美元。对由于任何原因造成的文件迟到或丢失，招标公司不负任何责任。

7、资格预审申请书应装入密封的信封，并在不晚于北京时间2007年1月19日10：00时前递交至业主办公室（地址如下）。业主保留接收或拒绝申请书的权利。

8、业主和招标公司对投标人编制和递送文件的费用不负责。

9、招标代理将书面通知所有申请人通过资格预审的名单。

Invitation for Prequalification

1.This Invitation for Prequalification follows the General Procurement Notice for this project that appeared in “ADB`s Business Opportunities” in April,2004.

2.The People`s Republic of China has received a loan from the Asian Development Bank towards the cost of Guangxi Roads development II Project (Nanning (Tanluo) To Baise Expressway), and it intends to apply part of the proceeds of this loan to payments under the contract named above.

3. Instrimpex International Tendering Company (CNIITC) ,the authorized

Procurement Agent of Guangxi Communications Infrastructure Construction Administration Bureau, (the “Employer”), intends to prequalify firms for the following:

4. It is expected that the Invitation for Bids will be made available in February 2007.

5. Interested eligible Applicants may obtain further information from CNIITC and inspect the prequalification documents at the address given below, from 8:30-11:30am and 13:30-16:30pm during working days.

6.The Prequalification Document, in the English language, may be purchased by interested Applicants on the submission of a written application to CNIITC and upon payment of a nonrefundable fee of RMB 1000 or USD 125. The method of payment will be cash or cashier`s cheque to CNIITC’s Bank account. For mail order, please add US $20 for overseas delivery or RMB 100 for domestic delivery. The document will be sent by courier services. No liability will be accepted for loss or late delivery.

7.Applications must be delivered to the Employer’s address given below at or before 10:00 AM (Beijing Time) January 19, 2007. The Employer reserves the right to accept or reject late applications.

8.The Employer or the Procurement Agent will not be responsible for any costs or expenses incurred by Applicants in the preparation or delivery of their Applications.

9. The Employer or the Procurement Agent will notify all Applicants in writing of the names of those who have been prequalified.
