1、本资格预审邀请书是根据刊登于亚行商业机会上的本项目的总采购通告而发出的。

2、中华人民共和国已从亚洲开发银行申请了一笔贷款，用于支付云南西部道路发展项目（保山-龙陵高速公路）监控、通信、收费三大系统的费用。

3、中仪国际招标公司（以下简称“招标公司”）受云南保龙高速公路有限公司（以下简称“业主”）委托，现邀请申请人参加下述合同的资格预审：

4、预计将于2007年2月发布“投标邀请书”。

5、感兴趣的合格的申请人可于2006年12月8日起,每天9:00至16:00(北京时间，节假日除外)在招标公司（地址如下）获取进一步的信息、查阅资审文件。

6、感兴趣的申请人在提出书面申请并交纳了一笔不可退还的费用：人民币1000元，或125美元后，可在招标公司购得一套完整的英文资格预审文件。可用现金、支票或汇票进行支付。文件一经购买，恕不退还。如欲邮购，国内申请人需另交邮费人民币100元，国外申请人另交20美元。招标公司在收到汇款后将以特快专递邮寄，但对由于任何原因造成的文件迟到或丢失，招标公司不负任何责任。

7、资格预审申请书应于2007年1月19日上午11：00时前递交至业主办公室。招标公司和业主保留接受或拒绝迟到的申请书的权利。

8、招标公司和业主对申请人在准备和递交申请书过程中发生的一切成本和费用不负任何责任。

9、招标公司和业主将以书面形式通知所有递交了申请书的申请人通过资格预审的申请人名单。

Invitation for Prequalification

Western Yunnan Roads Development Project

• 1. This Invitation for Prequalification follows the General Procurement Notice for this project that appeared in ADB's Business Opportunities on 22 December, 2003.

• 2. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Western Yunnan Roads Development Project.

• 3. The Instrimpex International Tendering Company (CNIITC, hereinafter referred to as the “procurement agent”), authorized and on behalf of Yunnan Baolong Expressway Co., Ltd. (hereinafter referred to as the “Employer”), intends to prequalify firms for the following contract under this project: Supply, Installation and Commissioning of Surveillance, Communication and Tolling System.

• 4. It is expected that the Invitation for Bids will be made in February, 2007.

• 5. Interested eligible Applicants may obtain further information from CNIITC and inspect the Prequalification Document from 8:30 am 11:30 am, and 13:30 pm to 16:30 pm from December 8, 2006.

• 6. The Prequalification Document, in the English language, may be purchased by interested Applicants on the submission of a written application to CNIITC and upon payment of a nonrefundable fee RMB 1000 or USD 125. The method of payment will be cash, cashier’s check, direct deposit to specified account number. For mail order, another RMB 100 will be needed for domestic delivery or USD 20 for oversea delivery. No liability will be accepted for loss or late delivery.

• 7. Applications must be delivered to the Employer’s address below at or before 11:00 am on January 19, 2007. The Employer reserves the right to accept or reject late applications.

• 8. The Employer or the procurement agent will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.

• 9. The Employer or the procurement agent will notify all Applicants in writing of the names of those Applicants who have been prequalified.
