• 1、本投标邀请书是根据刊登于2003年8月《亚行商业机会》上关于本项目的总采购通告而发出的。

• 2、中华人民共和国已接受亚洲开发银行（ADB）一笔贷款，用于支付西安市城市交通项目的费用，并计划将一部分贷款用于路灯设备国际招标采购合同项下的合理支付。

• 3、中仪国际招标公司（采购代理）受西安市三环路建设发展有限公司（买方）的委托，邀请合格的投标人对路灯设备的供货和相关服务提交密封投标。本次招标共分14个合同包。投标人可以对一个或多个合同包进行投标。具体的技术参数见招标文件“技术规范”。

• 4、本次招标将采用亚行单阶段、单信封的采购程序进行，采用国际竞争性招标。所有合格的亚行成员国均可参加投标。

• 5、有兴趣的合格的投标人可从2006年12月12日起每天8：30-11：30，13：30-16：30在中仪国际招标公司或买方（地址如下）查阅招标文件以获得更详细的资料。

• 6、有兴趣的合格投标人可向中仪国际招标公司或买方提出书面申请，在中仪国际招标公司或买方购买各合同包的英文招标文件，售价1600元人民币，文件售后款项不予退还。如需邮寄，国内邮寄需另交邮费人民币100元每套，国外邮寄另交30美元。招标公司或买方在收到汇款后以特快专递邮寄，但对由于任何原因造成的文件迟到或丢失，招标公司或买方不负任何责任。

• 7、所有投标书应于2007年1月25日10：00（北京时间）之前送交到买方会议室（地址如下），每个合同包须附有不低于投标报价2%的投标保证金。兹定于2007年1月25日10：00（北京时间）在买方如下办公室公开开标。届时请参加投标的代表出席开标仪式。

• 8、采购代理、买方对投标人标书的准备或递送的费用将不承担任何责任。

• 9、在评标过程中，将采用亚行规定的国内优惠政策。

• 1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the “ADB Business Opportunities” in August 2003.
• 2. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Xi'an Urban Transport Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.
• 3. Instrimpex International Tendering Company (CNIITC), the Procurement Agent authorized by Xi'an Municipal Third Ring Road Construction & Development Company, the Purchaser, now invites sealed Bids from eligible Bidders for the following: supply of the Road lamp facilities and related services which have been divided into 14 packages for the Project, details please refer to the Technical Specifications. Bidders may bid for one package or any combination of packages.
• 4. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope Procedure and is open to all Bidders from eligible source countries.
• 5. Interested eligible Bidders may obtain further information from the Procurement Agent, and inspect the Bidding Document at the address given below from December 12, 2006 at 8:30-11:30 and 13:30-16:30 on working days.
• 6. The Bidding Document, in the English language, may be purchased by interested eligible Bidders on submission of a written application to the Procurement Agent or the Purchaser’s address below and upon payment of a nonrefundable fee of RMB 1,600 for one package or the whole set of 14 packages. The method of payment will be by cash or cashier’s cheque. The document will be sent by ordinary mail. For an additional fee of RMB100 or USD30, the document will be sent by courier services. No liability will be accepted for loss or late delivery.
• 7. Bids must be delivered to the Meeting Room at the Purchaser’s address given below at or before 10:00 a.m. (Beijing Time) on January 25, 2007. All Bids must be accompanied by a Bid Security of not less than two percent (2%) of the Total Bid Price. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the Purchaser’s address given below at 10:00 a.m. (Beijing Time) on January 25, 2007.
• 8. The Purchaser and the Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
• 9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
