1. Project Name: Qingdao Power Plant Cogeneration Heat Supply Network Transfer and Distribution Heat-supply Project

2. Huadian Qingdao Heat Company(hereinafter referred to as “the End-user”) has received a loan from KfW Development bank on behalf of the German Government in EURO towards the cost of the above mentioned equipments for heat supply project and it is intended that the proceeds of this loan will be applied to eligible payments under this proposed contract.

3. Instrimpex International Tendering Company, as the agent and on behalf of the End-user hereby invites sealed bids from eligible bidders according to KfW Guidelines for Procurement of Supply and Work Contracts. Bids may be submitted by an authorized agent for and on behalf of the primary manufacturer provided the bid is accompanied by a duly notarized letter of authority from the primary manufacturer authorizing the designated agent to bid solely for and on behalf of the primary manufacturer. Documentary evidence will be required of all bidders that they have qualifications, experience and capacity to be able to successfully complete the contract on time for the heat supply equipments offered.

4. Interested eligible Bidders may obtain further information from and inspect the bidding documents at the office of: Instrimpex International Tendering Corporation between 9:00am ---11:00am, 1:30pm---4:00pm (Beijing Time) from July 2nd, 2009 to August 17th, 2009 at the following address (Sundays and holidays excluded).

• 5. A complete set of Bidding Documents in English version and Chinese version may be purchased by any interested eligible Bidder on the submission of a written application to the above and upon payment of non-refundable fee of RMB 2000.The Chinese version of Bidding Documents is just for reference, if there is any contrary, the English version of Bidding Documents shall prevail.

6. All bids must be accompanied by a security of not less than 3% of the bid prices and must be delivered to Meeting Room Genertec Plaza, No.90, Xisanhuan ZhongLu Beijing, China at or before 10:00 am (Beijing Time), August, 17th, 2009.

7. Bids of the Qualification Offer will be opened in the presence of Bidders' representatives who choose to attend at 10:00 am (Beijing Time), August, 17th, 2009 at the Meeting Room Genertec Plaza, No.90, Xisanhuan ZhongLu Beijing, China.
