• 1. The Ministry of Finance of the People’s Republic of China has received an ODA Loan from Japan International Cooperation Agency (hereinafter referred to as JICA), in the amount of JPY7,400,000,000.00 towards the cost of Lanzhou City Atmospheric Environment Protection Project of Gansu Province, dated on Dec. 21, 2007, and intends to apply the proceeds of the loan to payments under：P4-1.Corrugated Compensations, Valve, Pump, Instrument (Xigu and Qilihe Area), P5. Heating Exchangers (Xigu and Qilihe Area), P7.Full Automatic Water softener, Feed Tank, Auxiliary　Equipment (Xigu and Qilihe Area), P9-1.Electricity Supply Equipment (Xigu and Qilihe Area)

Disbursement of an ODA Loan by JICA will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”. No party other than the Ministry of Finance of the People’s Republic of China shall derive any rights from the Loan Agreement or have any claim to loan proceeds. The above Loan Agreement will cover only a part of the project cost. As for the remaining portion, the Ministry of Finance of the People’s Republic of China will take appropriate measures for finance.

• 2. The Purchaser now invites sealed bids from eligible bidders from eligible source countries for the supply of the Goods for the purpose of the Project.
  
  
• 3. • 4. A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application to the above address and upon payment of a nonrefundable fee from RMB4000 to RMB9000.-(VAT included) for each package. For mail order, an extra RMB450.- express mail postage shall be added.
  
  
• 5. All bids must be accompanied by a bid security of not less than three percent (3%) of Total Bid Price, and must be delivered in accordance with the Instructions to Bidders at or before 10:00a.m., August 27, 2009, and will be publicly opened immediately thereafter.
  
  
• 6. The Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
