1. This invitation for bids follows the general procurement notice for this project that appeared in http://www.dgmarket.com on August 28, 2009.

2. The People’s Republic of China has received a loan from AFD toward the cost of Hubei Province Yichang City Small Hydroelectricity Construction Project and intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Mechanical and Electrical Equipment for Tian Chi He Subproject Package 4.

3. INSTRIMPEX International Tendering Corp (Procurement Agent), entrusted by Wufeng Tianli Hydropower Co., Ltd., (Employer) now invites sealed bids from eligible bidders for procurement of the following goods and services: supply and installation of Mechanical and Electrical Equipment. Detail as per the bidding documents.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the Guidelines: Procurement under IBRD Loans and IDA Credits, and AFD’s Guidelines, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the Procurement Agent; and inspect the Bidding Documents between 9:00-11:00am, 1:30-4:00 pm (Beijing Time) from August 28, 2009 at the following address (Sundays and holidays excluded) Bidding Documents Issuing-Office, the Southeastern Wing, 1st Floor Genertec Plaza, No.90,Xisanhuan ZhongLu Beijing, China.

6.A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the above Bidding Documents Issuing-Office and upon payment of a non-refundable RMB2,000.00. The method of payment will be in check or direct deposit to the account mentioned below.

7. Bids must be delivered to Meeting RM 233, East International Hotel, No.19 Wuchang Donghunan Rd, Wuhan City, Hubei Province at or before 9:30 (am) Oct 12, 2009. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the above address at 9:30 (am) Oct 12, 2009. All bids must be accompanied by a Bid Security of two percent (2%) of the total bid price or an equivalent amount in a freely convertible currency.
