1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue No. 677, of April 30, 2006.

2. The Ministry of Finance of the People’s Republic of China has received a loan from theInternational Bank for Reconstruction and Development toward the cost of Heilongjiang Dairy Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for 2200 heads of heifers purchase.

3. The Heilongjiang Provincial Development & Reform Commission World
Bank Project Management Office / Instrimpex International Tendering Company now invite sealed bids from eligible and qualified bidders for the supply of Holstein dairy heifers as specified below. The procurement quantity of this ICB is 2,200 heads of dairy heifers as 1 Lot, and these heifers will be supplied to five end-users according to the following quantity

1) Heilongjiang Qimei Biological Science&Technology Company Ltd. 580 heads;

2) Fujin Tianye Animal Husbandry Co. Ltd. 580 heads;

3) Harbin Fucheng Animal Husbandry Co. Ltd. 580 heads;

4) North Food dairy farm(I) , Changfa County, Nehe City 230 heads

5) North Food dairy farm(II) , Changfa County, Nehe City 230 heads

The eligible source countries are: New Zealand, Australia, Uruguay and China.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidder from Eligible Source Countries.

5. Interested eligible bidders may get further information from Instrimpex International Tendering Company, and may purchase the bidding documents from August 26th, 2009, at east south side of first floor , Genertec Plaza, 90, Xisanhuan Zhonglu, Fengtai District, Beijing 100055, China.

6. The Bidding documents in English may be purchased by interested bidder on the submission of a written Application to the above address and upon payment of a non-refundable fee in RMB 2,000 Yuan or in USD300. The method of payment will be in cash or by remittance. For express mail order,an extra RMB450 express mail postage shall be added,but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed.

7. Bids must be delivered to Instrimpex International Tendering Company, Yangguang Meeting Room of Hanlin Hyatt Hotel, No.52 Xuefu Road, Nangang Dist.Harbin, China. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address above on October 13th,2009 at 10:00 a.m. (Beijing Time). All bids must be accompanied by a Bid Security not less than 2％ of bid price.

8. This Invitation for Bids (IFB) shall be published on UNDB online (www. devbusiness.com), the Development Gateway’s dgMarket (www.dgmarket.com) and China Daily.
