1 The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Jilin Urban Environmental Improvement Project and it intends to apply part of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bids is issued.
2 Instrimpex International Tendering Corporation (CNIITC), the authorized Procurement Agent of Yanji Water Supply Co., Ltd the Purchaser, invites sealed bids from eligible bidders from member countries of ADB for the Procurement and correlative Service of water distribution network centrifugal ductile iron pipe and pipe fittings.
The Procurement and correlative Service of water distribution network centrifugal ductile iron pipe and pipe fittings of Yanji water Supply is mainly for
Package No. 1: Centrifugal ductile iron pipes (DN800) with the length of 3108 meters, centrifugal ductile iron pipes (DN700) with the length of 650 meters and other centrifugal ductile iron pipes and the correlated pipe fittings
Package No. 2: Centrifugal ductile iron pipes (DN1000) with the length of 3000 meters and the correlated pipe fittings;
Package No. 3: Centrifugal ductile iron pipes (DN1000) with the length of 3555 meters and the correlated pipe fittings
(Details and specifications are provided in the Bidding Document).
3 International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One Envelope Bidding Procedure and is open to all bidders from eligible source countries.
4 To obtain further information and inspect the Bidding Document, interested eligible bidders should contact the following address between 8:30—11:30 and 13:00—16:00 (Beijing Time) from June 18, 2009 during workdays.

5 To purchase the Bidding Document, bidders should:
- · Visit the Bidding Document Sales Room at the address above and pay a non-refundable fee of RMB￥2000 or US$ 300 in cash for each package;
Or
- · Request for delivery by sending a written application to the CNIITC at the address indicated above. The application must include another cashier’s check of RMB150 or US$20 for overseas delivery, or evidence over direct deposit to the Account No. 110060239018002343611 at Bank of Communications Beijing Branch, Swift Code: Commcnshabjg. The document will be sent by courier. No liability will be accepted for loss or late delivery.
6 Bidders should deliver their bids to Government Affairs Hall of Jilin Province:
meeting Room of the address above;
on or before 9:00 a.m. (Beijing Time) on July 29, 2009. Late bids will be rejected.
7 Bids will be opened immediately after the deadline at the address above in the presence of the bidders’ representatives who choose to attend.
8. The Instrimpex International Tendering Company will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
