• 1． The Government of the People’s Republic of China (hereinafter called “Borrower”) has received a loan from the French Development Agency (hereinafter called “loan”) toward the cost of Hubei Province Yichang City Small Hydroelectricity Project, and intends to apply a portion of the funds to eligible payments under the contract for which this bid is issued.
• 2． INSTIMPEX International Tendering Corp.( Procurement Agent), entrusted byYichang Yineng HydropowerCo.,Ltd.( Employer) now invites sealed bids from eligible bidders for the civil works: Package No.: 3 of the Huangbohe Subproject Construction Works.Details as per the Bidding Documents.
• 3． Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
• 4． A complete set of Bidding Documents may be inspected and purchased by interested bidders on the submission of a written application to the Procurement Agent at the address below and upon payment of a non refundable fee RMB2,000.00 from 9:00-11:00; -13:00-16:00 Beijing Time (Weekends and Hulidays excepted). The method of payment will be by cash or local cheque. The Bidding Documents will be sent by courier if by mail purchase at extra cost RMB100.00 (domestic) and RMB200.00 (international). However the procurement agent will not huld responsibility for loss, late delivery or damage of the documents.
• 5． Qualifications requirements include: key technical, financial, legal and other requirements..
• 6． Bids must be delivered to the address below at or before 9:00 am (Beijing Time) on August 24, 2010 to the Meeting Room, 9th Floor, Yichang Financial Bureau Building, No. 75 1st Xiling Road, Development District, Yichang, Hubei, China. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the above address at the same time and date.
• 7． All bids shall be accompanied by a Bid Security of 2% of total price of bid.
