• 2、 中仪国际招标公司（采购代理）受赵县城建投资有限公司（买方）的委托，邀请合格的投标人对上述货物和相关服务提交密封投标。本次招标采购的内容主要有：管材、管件、聚氨酯保温、弯头以及阀门（HB-ZXGRM1）和换热机组、低压配电箱、软化水设备，仪表及自动控制部分（HB-ZXGRM2）等等。
• 3、 本次招标将采用亚行单阶段、单信封的采购程序进行，采用国际竞争性招标。所有合格的亚行成员国均可参加投标。
• 4、 有兴趣的合格的投标人可从中仪国际招标公司（地址如下）查阅招标文件以获得更详细的资料。
• 5、 有兴趣的合格投标人可向中仪国际招标公司提出书面申请，自2010年7月27日（节假日除外）9：00-16：00（北京时间）在中仪国际招标公司办公室购买招标文件。每套英文招标文件售价2000元人民币或285美元，文件售后款项不予退还。如需邮寄，国内邮寄需另交邮费人民币100元，国外邮寄另交20美元。招标公司在收到汇款后以特快专递邮寄，但对由于任何原因造成的文件迟到或丢失，招标公司不负任何责任。

• 1. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Hebei Small Cities and Towns Development Demonstration Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contracts for western district pipeline supply and installation (HB-ZXGRM1) and western district thermal plant equipment supply and installation (HB-ZXGRM2) for zhaoxian central heating network expansion subproject (hereinafter referred to as “the goods and related services”).
• 2. Instrimpex International Tendering Company (the Procurement agent, CNIITC), authorized and on behalf of Zhao County City Construction Investment Co., Ltd. (the Purchaser), now invites sealed bids from eligible bidders for the supply of the goods and related services. The main equipment are: pipelines, fittings, pulyurethane thermal insulating pipes, elbows and valves (HB-ZXGRM1); heat exchanger unit, low-vultage distribution cabinet, water softener, instrument and automatic contrul (HB-ZXGRM2).
• 3. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope Procedure and is open to all Bidders from eligible source countries.
• 4. Interested eligible bidders may obtain further information from CNIITC, and inspect the Bidding Document at the address given below from July 27, 2010 to September 7, 2010 at working time 9:00-16:00.
• 5. The Bidding Document, in the English language, may be purchased in CNIITC by interested eligible Bidders on submission of a written application to CNIITC and upon payment of a nonrefundable fee of RMB 2000 or USD285 for each contract. The method of payment will be by cash or cashier’s cheque. For mail order, the document will be sent by EMS at additional cost of RMB100 (for domestic delivery) or USD20 (for overseas delivery). No liability will be accepted for loss or late delivery.
• 6. Bids must be delivered to the meeting room at forth floor, Hebei Huiyuan Hotel (ADD: No. 46, Zhonghua South Street, Shijiazhuang City, Hebei Province) at or before 9:00 a.m. (Beijing Time) on September 7, 2010. All bids must be accompanied by a bid security of not less than two percent (2%) of the total bid price in the bid currency. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to meeting room at forth floor, Hebei Huiyuan Hotel at 9:00 a.m. (Beijing Time) on September 7, 2010.
• 7. CNIITC and the purchaser will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of Bids.
