1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 677 of April 30, 2006.
2. The Ministry of Finance of the People’s Republic of China has received a loan/credit and Grant from theInternational Bank for Reconstruction and Development toward the cost of Heilongjiang Dairy Project, and it intends to apply part of the proceeds of this loan/credit and grant to payments under the Contract for Universal pincer like milk meter purchase.
3. The Heilongjiang Provincial Development & Reform Commission World
Bank Project Management Office / Instrimpex International Tendering Company now invite sealed bids from eligible and qualified bidders for the supply of Universal pincer like milk meter as specified.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may get further information from Instrimpex International Tendering Company, Mr. ShenHao and may purchase the bidding documents from Oct. 15,2010,,at east south side of first floor , Genertec Plaza, 90, Xisanhuan Zhonglu, Fengtai District, Beijing, China.
6. Qualifications requirements included as followed:
(a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
① Bidder shall have sound financial capability by providing audited financial reports for the last three years and providing bank certificate.
② Bidder should confirm that it has not engaged in any illegal business in the past five years and bidder should provide the information on any litigation, current or during the last five years ,in which the bidder was/is involved, the parties concerned, and the dispute amount; and awards.
(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
Bidders or manufactuers shall have service center or make maintenance arrangement in Heilongjiang province and have ability to response in time within 48 hours in case of repair or service required by the Purchaser.
7. The Bidding documents in English may be purchased by interested bidder on the submission of a written Application to the address below and upon payment of a non-refundable fee in RMB 800 Yuan or in USD120. The method of payment will be in cash or by remittance. For express mail order, please stating bid number and lot number, project name, bidder’s detailed address, contact person, telephone number, fax number and zip code. We will promptly dispatch the bidding documents by EMS to the relevant companies who ask for mail order after receiving their fax.
8. Bids must be delivered to Instrimpex International Tendering Company, the Meeting Room of Swan Hotel(No.95,Zhongshan Road, Nangang District, Harbin, China). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address above on Nov. 30,2010 at 10:00 a.m. (Beijing Time). All bids must be accompanied by a Bid Security not less than 2％ of bid price.
9. This invitation for Bids shall be advertised both in UN Development Business online(www. devbusiness. com), in the Development Gateway’s dgMarket (www. dgmarket. com) and in China Daily.

- 中华人民共和国已从国际复兴开发银行和 (以下简称世界银行)获得一笔以多种货币计算的贷款，用于支付黑龙江省利用世行贷款奶源基地建设项目的费用，并计划将一部分贷款用于奶牛采购合同项下奶牛群体改良子项目流量计设备采购的合格支付。
- 黑龙江省农业发展利用世行贷款项目领导小组办公室和中仪国际招标公司邀请合格和有资格的投标人就下列货物和有关服务提交密封投标提供符合要求的奶牛。本次国际竞争性招标（ICB）采购按以下数量供给：流量计1000个。
- 本次招标采用国际复兴开发银行和国际开发协会采购指南规定的国际竞争性招标程序，对采购指南规定的全部合格国家的全部投标人开放。
- 5. 资格要求包括：
- a. 投标人应具有健全的财务能力并提交经审计的近三年的财务报告和银行资信证明。
