1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 10 September 2008.

2. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Integrated Ecosystem and Water Resources Management in the Baiyangdian Basin Project and it intends to apply part of the proceeds of this loan to payments under the contracts for the Maintenance Equipments (the Goods).

3. Instrimpex International Tendering Company (the Procurement agent, CNIITC), authorized by Lixian County Xinxing Textile City Comprehensive Development Co., Ltd. (the Purchaser) to act for and on its behalf, now invites sealed Bids from eligible Bidders for the supply of the following Goods and related services for the Project: Li County Xinxing Town Sewage Treatment Subproject for the Procurement of the Goods and Related Services ,such as pumps and the relative equipments, mixer and impeller and relative equipments and so on.. This bid is one lot only, 0703-1020CIC1N016. Delivery period will be made 60 days from contract effectiveness.

4. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5. Interested eligible Bidders may obtain further information from CNIITC, and inspect the Bidding Document at the address given below from today to Feb. 23, 2011 at working time 9:00-11:30, 13:30-16:00.

6. To purchase the Bidding Document in English, bidders should:

(a) visit the office of CNIITC at the address given below and pay a nonrefundable fee of RMB 1,500 or USD 223. The method of payment will be by cash or cashier’s cheque payable to CNIITC.

OR

b) Request for delivery by sending a written application to the office of CNIITC at the address given below. The application must include a cashier's check in favor of CNIITC for the amount of RMB 1,600 (local delivery) or US$235 (for overseas delivery). The document will be sent by EMS. No liability will be accepted for loss or late delivery.

7. Bids must be delivered:

· to the Meeting Room at the Purchaser’s address given below;

· on or before 9:00 a.m. (Beijing Time) on Feb. 24, 2011. Late bids shall be rejected.

· All Bids must be accompanied by a Bid Security of not less than 2% of the total bid price in the bid currency.

Bids will be opened immediately after the deadline in the presence of the Bidders' representatives who choose to attend at the Purchaser’s address given below.

8. CNIITC and the Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
